Minimum Qualifications for Federal Law Clerks?

Does anyone know if these "minimum qualifications" are enforced? I have an interview with a US Magistrate Judge, but I am outside the "top 33%" of my class and no law review. I noticed there's a catchall provision where the judge can say you've "demonstrated proficiency in legal studies" equivalent to high academic standing and/or law review. Any ideas on this?

The catchall phrase allows judges to do whatever the hell they want. If the mag judge likes you, then you're in.
