Does being on the managing board of a secondary journal help at OCIs? What are the pros and cons of doing it?

Yes, but the amount to which it will help is debatable. Pros: Slight to moderate resume boost for employers, judges/clerks, etc. Cons: Significant time vacuum of almost certainly mindnumbingly unrewarding work. Potentially harmful to your GPA if you cannot manage your time effectively.

Overall, you should do it if you are not comfortable in your grades/school/WE to get you a job come OCI. Should probably do it if you're interested in clerking. Don't do it if you reasonably believe it will hurt your GPA or if you are relatively sure you will land a few offers and don't want to needlessly add more work to your plate.

You typically don't find out about management positions until 3L, which is after most OCI's. Journals vary, though.

All the journals at my school pick managing boards and people start working in their positions midway through second semester, it seems like timelines are pretty varied across the board.
