What Rank/qualifications would a 1L from a T75 need to be selected into this program (particularly USAO offices in the South East)

I don't think it's so much about rank as about fit. Maybe top half for reasonable consideration.

Define "fit" - GPA, Criminal Law GPA, we're talking about 1L's here

Depends on the individual office. Depending on who you know, grades might not even be an issue.

I got a semester-long internship offer for the Dallas office at median from the local school. I've got some interesting pre-law school WE, on a journal. I think my taking Crim Pro might have been helpful, but all we talked about was what they do, personal stuff about me, martial arts, and sports cars.

I think they are looking for someone that they want to be around for 3 months and who can contribute. They don't have you do bullshit make-work, it's real (and interesting) stuff. But I don't think grades are of primary concern when they hire interns. Think of it this way - the Dallas office is pretty big, and they only have about 60 attorneys between criminal and civil. If you're a douchebag, there is nowhere to really "hide" you. You interact with the attorneys a lot, go to court, etc. They want nice people they feel can be of assistance with legal research.

Pops was friends with the first assistant at my local USAO. Had lunch with him and got offered the job. Application was a formality.
