when/how/who helps with c&f

Who helps with this? OCS? Starting to get concerned. Looked at California and it says have to submit an application no later than beginning of 3L year. Well 2L is almost halfway over and I haven't heard a peep from my school... Doesn't help that I go to school on the East Coast. Sorry if this is already on TLS somewhere, couldn't find it.
