What does it mean if a firm has expanded offices?

If a firm has added like 5 new offices in the last 3 years (yes, ITE), is that bad? Or are they just grabbing market share in a down economy, which is good? Seems like they are merging with other firms and adding laterals. Sign of strength or something to avoid?

More details would be helpful.

Where is the expansion: nationally or internationally?
Who/what are they adding: partners, associates; to an existing practice area or adding a new practice?

OR you could just name the firm and then let people give their views - which is the easiest.
