Judge [first name] [last name]?

Your Honor?

The Honorable [first name] [last name]?

[First name] [last name], Administrative Law Judge? (this is what it says in the address line of the job announcement)

Do I do one thing in the address line and another in the Dear line?

This is tricky. Most ALJs prefer to be addressed as "ALJ Smith" or whatever. BUT, some get mad if you don't say "Judge Smith." I'd probably call the OAC and try to see if they have any idea what the particular ALJ prefers. If they can't help, then err on the side of caution and address him as "The Honorable Joe Smith, Administrative Law Judge" in the address block, and "Judge Smith" in the salutation.
