Does anyone know whether it is common for people to work as a summer associate during the summer before their clerkship?

How hard is it to do this if you haven't worked at a place 2L? If someone is clerking but not taking the bar the summer before (because it's not required and they will be moving out of the state after), how difficult is it to find a) a firm to summer at, b) a government agency that is willing to take a 3L summer, or c) a public interest placement?
