I just finished two CBs that I felt went really well. If by chance one turns into an offer, what is the polite way to let the firm know you would like some time to consider? Is this all done over the phone? I am very interested but I have one more CB that I would like to do.

They know you will want time to consider. I suggest telling them you would like to schedule a follow-up visit. That shows continued interest (flattering) and immediately lets them know you are taking some time to consider.

NALP guidelines give you 28 days to act on the offer. They shouldn't be expecting you to accept on the spot.

Nobody will ask you to accept on the spot. You'll have 28 days, and even then many firms will grant extensions if they know it's between their firm and one other firm.
