no real knowledge and thus no real basis for answering, but it could just be that fewer attorneys are leaving and thus they don't need to hire as many. could also be that they're hiring more conservatively with the expectation of offering employment to every summer.

I think they've traditionally done 100% offers.

Fried Frank got killed in the recession, much worse than many other firms. It seems to have bounced back somewhat, however:
