Pre-Clerkship 3L Hiring

Firms usually hire 2Ls, and there is a limited 3L market. But I am seeing firms write things like the following quote from Perkins Coie's webiste
We primarily hire second-year students and pre-clerkship third-year students.
A clerkship seems to blur the distinction between 2Ls and 3Ls in terms of hirability for firms. I wonder what kind of clerkships.
Obviously circuit and district courts on the federal side, and states' highest courts on the state side, but what about other state courts? Put simply, what kind of clerkship will do for lower V100 through the rest of NLJ250 firms?
