For the follow up to an interview, I assume it's appropriate to write a brief email thanking the interviewer, etc. What should I include? Is this okay even if an interview seemed to have been less than stellar?

Definitely write a note.

1) Email a thank you note.

2) Be sincere in your compliments.

3) Do not write identical thank you notes or ubber generic ones. Each note can end up in your file so either of those will be detrimental in the end.

should I expect a response to these follow-up thank you emails?

Don't write thank-yous. This has already been discussed on TLS several times, so I don't feel like going into detail, but basically evals are submitted before you have time to write thank-yous, so the chance that a thank-you could help you are significantly less than the chance it could hurt you if you make a typo.

This is with respect to screeners right, not callbacks?

I think there is a split of opinion, but pretty sure the majority on TLS says not to send thank yous even after callbacks. Tons of people have had a lot of success in terms of number of offers without sending one thank you.
