How exactly do schools skew their employment figures?

Can someone actually explain how the USNews or ABA or whoever collects this information allows skewed numbers, legitimate and/or illegitimate techniques schools use to skew numbers, and why it hasnt been dealt with before the publicity this is getting now? How do they skew the median reported salaries, and how do they skew the % with jobs at graduation/9 months after graduation etc?
Are there any difference in the skewing techniques and the skewed results between places like NYLS/Seton Hall/Thomas Jefferson and places like GULC (still reporting median private sector salaries of 160k)
