Clerkship Cover Letter Question

In the market I'm in, you don't apply individually to the judges you wish to apply to clerk for, but instead send one application that the entire court system reviews.
If they only ask for a resume, transcript and writing sample, do you think I should still send a cover letter? On the one hand, I know that most judges don't like it when attorneys don't follow their instructions. On the other hand, cover letters are pretty much commonplace. At this point, I'm writing one, but it's kind of difficult to figure out how it should be phrased when it isn't targeted to one judge, but several.
