Should you include it anyway?

One firm asks for resume and transcript to be considered (nothing about CL) but because i really want to work for this firm, i feel the need to include a cover letter. bad idea?

Always include a cover letter if mailing. If its through OCI or some online bidding system with your school, cover letter not needed.
