NLRB and median at a T2

I'm literally ranked at 49% in my class at a T2. There are possible openings at two regional offices near where I hope to live (one a large market, one a small-ish market). I have clerked one summer at a plaintiff's employment firm, and will have taken a good number of employment and labor classes by the end of my third year.

Is applying at their regional offices even worth the time I'll put into writing a cover letter?

they probably are flooded with median and above median applications from top 14 schools. Hell, I'm at a T14 at better than median and I'd take that job. No chance.

It's always worth the old college try. I had some surprises during recruiting season and I know that if I did, other people did too.
