Chambers and Partners Ranking Question

I am trying to understand the Chambers and Partners website. When I look at practice areas, it breaks them down into "elite" and then "highly regarded." What is the difference? Should a tier 4 elite be better than a tier 1 highly regarded? I am confused as to what the differences are.

Yes, any "elite" ranking is better than any "highly regarded." For what it is worth, not all practice ares have the "elite" rankings - it is basically reserved for headline type work, e.g., M&A
