small firms are so varied in their employment procedures that it'd be hard to generalize who gets a say. i would imagine the partners get the biggest say with the advice of whoever interviewed you.

In my experience, the partners make the decision and sometimes get input from associates if a particular associate(s) is familiar with the situation. Managing partner typically has veto power. But I seriously doubt there are any hard and fast rules—what I said is coming from my knowledge of literally only half a dozen small firms.
