I have a job, but if I didn't I would:

1. Wait until finals are over.
2. Cold call medium law firms
3. Cold call small law firms/solos

Once you are cold calling small law firms and solos, it's a numbers game. You will get something. It may be within the first 10 calls, or the first 50, but someone will have just taken on a big case for the summer and you volunteering to work for the summer to assist them with their research and other work will be just what they want. There is a good chance they will pay you (small $, 8-15$ per hr) as well.

One of my friends without a job after his 2nd sem 1L year took the strategy of calling up places where he figured no other law student would ever contact. He called up places in rural Pennsylvania and got a volunteer internship with a DA with no interview. Apparently the call went something like:

A: "Hi, I'm a law student at XYZ law school and I was wondering if you would be interested in having a legal intern this summer?"
B: "Hm, I'll check with the DA, he's at lunch now"
*2 hours later
B: "He says yes, can you come in tomorrow?"

Cold calling is the right answer. My friend got her gig the same way. Funny thing is, the job she got actually has a really formal application process. But, once she got a hold of the director of the program, she just sold herself and won the lady over.
