To me, RA screams no one would hire me, so my school took pity on me to prevent me from dropping out. However untrue that may actually be.

Hiring partner at a V50 told me he despises RA positions because there's little that's genuinely interesting about them, no matter how esteemed the professor or interesting the subject matter. "You can't tell me a good war story and so I won't care."

Really not true. Many of the 2Ls I know who RA'd 1L summer are headed off to V5's and V10's.

I was kinda hoping by combining the RA with a small firm would help address this. RA is also paid $10 an hour.

Your choice turns on two questions:

(1) What is your target market?

If you're targeting, say Birmingham or Oklahoma City or another small, secondary/tertiary market, then I would hesitate to take a position somewhere else. If you're targeting NYC or DC or another large market, then this isn't really a concern.

(2) What do you want to do with your career?

If you're interested in criminal law, then go with that. If you're interested in private practice or non-criminal government work, then I would say go with the judicial internship.
