1L debating two options

Option 1: Mid-size securities litigation firm, commute is like 20 mins, pays a little but gives a scholarship so making the total pay almost equivalent to the other option
Option 2: in-house legal compliance at a large financial service provider, have to go to two different locations, one 30 minutes and one 1.5 hr, depending on work assignment, pays a bit better
i eventually want to work for a corporate law firm, most likely m&a, can't decide between the two options, i also want to know which one looks better on a resume

Personally I'd go for option 1.

The first option sounds better to me and, from the way you phrased your post, to you as well.

i'm just worried that the firm is focused on litigation, which i don't want to end up doing, debating in court isn't something that i want or good at

Aaaaannnnddd this is only a 1L gig. It is only really only important for OCI.

1. You aren't going to be arguing in court as a 1L. It's unlikely you would argue in court at all this firm. Most securities lit settles out, so it's probably just motions practice and discovery.
2. Doing litigation 1L summer isn't going to push you down a path of litigation. It puts you in a good position for 2L OCI. You will have firm experience. You will have done securities, which you can say you liked. You will have done litigation, which you can say you didn't (or, if corporate hiring isn't doing well, you can say you did like it).
