Addressing an email to a "master" or "special master"

Does anyone know the correct protocol for addressing an email to a Master (Master, Family Division, Circuit Court of X)?
Dear Master Smith? Dear Judge Smith?

Isn't a master just a practicing lawyer who acts as a sort of state-sanctioned expert witness on certain matters? I would just address him or her as Mr. or Ms.
