I always like to write one up since there are many things my resume and grades alone won't convey. If the job is in an area you are very interested in practicing in, you should take the chance to say why. If you know someone in the organization, say so. Are you particularly interested in some aspect of the job or organization and would like to convey your passion for it? Any of these things makes adding a cover letter a good idea. It adds a human element to a very cold resume document.

It will NEVER hurt to add a cover letter. If they don't want to read it, they won't, but they won't knock you because you wrote one.
