Is it inappropriate to tell the professor that i have a publication offer from a journal for my work which I have turned in for his course, assuming that he has not turned in the grades or the grades have not come out? (and assuming that I really do have an offer?)

What would be the purpose of your doing so? If it's for getting a higher grade, then yes it's inappropriate.

I think it would be proper if you waited until after the grades are final and published to tell him you greatly enjoyed his class and that your paper will be published.

Telling him beforehand is very inappropriate.

Professor probably knows the people selecting it for publication are third year law students. It's not unprofessional. It just probably won't matter. So I guess inappropriate? I

This is not even close to a legal employment issue.

I'm assuming OP would rather I lock their thread than out them. They can repost in the forum for law students if they want.
