Lawyers on Capitol Hill

I was reading through the profile of some of the judges on the ninth circuit and I stumbled across one judge who had previously worked as general counsel to a house committee. How do lawyers get such jobs? And more broadly, what are the career options for attorneys on Capitol hill? I know that many law firms handle regulatory matters, but are there opportunities that are more directly connected to government functions, such as in government agencies and legislation? If you have any experience with this, I would greatly appreciate hearing your comments. Thanks!


Also, how common and or competitive are these positions? Is this a realistic job option for any T14 grad?
