What's the typical career path to high profile PI?

Most of the high profile public interest employers won't hire anyone with less than 2-4 years of experience, so what's the general path to get to those positions (at the ACLU, NRDC, etc)? I know there are rare exceptions to this, and a handful of fellowships that do sometimes turn into permanent offers, but it seems like the vast majority of people do other things for a couple years before applying. Do most people come from firms?
