How many callbacks did you have? Was that your only one? If so, you should be applying to smaller firms.
Btw, I found it a lot harder getting offers than callbacks. Firms are still doing callbacks with over 5 times as many people than they need for each spot.

My school's CPP is absolutely useless. Their response to "I still can't get a job" is invariably "apply to more places." You ask "where?" there response is "uh... firms, judges, public interest groups, etc." As if we don't already know that? How unbelievably useless.
That being said, the rest of your ideas are good. A lot of smaller/mid sized firms haven't seriously started hiring yet because they're waiting for the big ones to finish up. Every year, I'd think a few top notch students from great schools slip through the cracks of big law and end up at midlaw or even smalllaw. Heck, I hope to be one of them, and at this point, I'd work at Jacoby & Myers.

But I do find them helpful in one aspect (at least my school's CDO is): they maintain an alum contact list. You should go grab it and do mail-merge the way you apply for judicial externships.
You should also try your undergrad/grad CDO and get a list of the alum who are working in the legal field.
