'Feel free to call if you have any questions,' is something I heard from some interviewers. Did anyone actually take an interviewer up and call them back as followup?

Ha. This is something I was wondering too. If I had a genuine question I would have, but otherwise I wouldn't do it just for the sake of it. One firm that rejected me did say to keep in touch, and the hiring partner said I should call him for advice about other firms in the city. I called him and he was really helpful.
