I'd imagine that you don't know what you're talking about.
The 20% figure is a # that comes directly from CPC.
It counts every firm, organization, etc, that comes to campus for OCI. That includes things like Legal Aid, NYC Law Dept, etc etc.
15% obviously isn't a scientific calculation. Regardless less than 20% of last year's class received "true" biglaw offers thru OCI. How much less? No I don't know...but 15% I think is an educated guess.
You do realize that the offer tracker is up on the website for us to see right? If you click through the public interest and government orgs, you would see that they barely give out offers so they absolutely do not make up 5%. I was certainly impressed when I looked at the different firms. Off the top of my head, I know that 3 accepted DPW, 3 Debevoise, 3 Ropes and Gray, and there are easily 30-50 firms that gave out at least one offer. Just go through the site and inform yourself because you jump to the conclusion that CPC is just BSing us. I don't have the most respect for CPC either, but I also don't think there's anything else they could be doing to get every single one of us jobs. That's just not going to happen in this economy, or any economy.
On the bright side, I found out this week that a friend has 4 offers, 3 of which are V20s, and still waiting to hear back from other firms. I also know two people who got offers for the first time this week so good news is still coming through the Fordham doors.
