Fluency IS (not "are") essential...
The question you should be asking yourself is, do you really want to work for a firm that engages illiterate recruiters?

Don't forget that they also require fluency in written English, which I assume doesn't refer to internet English.

I wouldn't personally describe an elementary school student level of reading/writing as being "fluent" in reading/writing that language.

Especially not for doing IP work, which would almost certainly require some level of technical vocabulary.

HK positions are usually pretty tough to get for non-British system law degree holders, not to mention that you probably need to compete with tons of native Chinese JDs who cant secure employment in US.
I think you can still try, but the odds dont look good.

From what I understand, almost impossible for an American to get a biglaw job in HK.
