Is hotel Internet, if not provided for free, generally reimbursable by firms for callbacks?

From everything I've seen so far, generally yes, but when in doubt double-check with the recruiting person.

What's a tactful way to approach the subject with recruiters? Expenses in general, actually. Just seems awkward.

It shouldn't be awkward. This isn't like a date where you don't know if you should pick up the tab. It's a professional setting. Just ask: "What is the firm's policy on...?" or "Is the firm willing to cover...?"

Yeah, this. If anything, they'll be happy that you're taking care to check.
