Do I address targeted cover letter/resume packages to the hiring attorney or to the hr person listed on nalp?

There are certain firms that list a different recruiting contact on their websites than the ones listed on NALP. Which one is more likely to be the updated contact?

It doesn't really matter. Either way they are going to be screened by people in the atty. recruiting department (likely neither the hiring atty. or rep unless it is a small office). If your application makes it higher than those people, they really won't care which person it's addressed to.

That said, I generally went with the hiring partner, as they are the ones who have the final say as to who gets hired.

Website. But they won't reject your resume because it has the old contact if the old contact is still up there.
