0L Question about NALP/Summer 1L

I was trying to get a head start on identifying firms in my hometown/region I went to college, and someone recommended I use NALPDirectory. Should I only target those firms that indicate that they hire 1Ls, or should I send cover letters/resumes out to every firm I am interested in, even if they do not indicate that they hire 1Ls for the summer?
