What exactly is "foreign employment"??

I noticed a lot of these schools report that their JDs have secured positions in foreign countries. Is this just another way of saying that "these international students couldn't get work authorization sponsors from an employer so they had to go back to their home countries to flip burgers"??? Because flipping burgers or teaching English at some school is still considered 'legitimate employment" when it comes to the ABA's reporting standards.
