UVA is completely independent of the state of VA...they simply have to fill that 40% in-state quota to stay on campus and rent space on UVA's campus from the state. The other state schools offer bigger discounts because they're receiving funding (from taxes) from the state and since residents pay those taxes, they deserve a discount.
At least this is my understanding from the alumni I have spoken to and what the Dean has said in speeches given about the financial stability of UVA right now.
With that said, as someone who is terrified of debt and primarily interested in public interest/gov't work, I have an awful lot of questions to ask the financial aid office about their LRAP program. I'll be the whiny girl tomorrow afternoon whom they discreetly ask to leave when she starts crying and pounding her fists, babbling about how she can't afford UVA...
