My guess is no, but I'd call and ask. My guess is they're looking for poverty-level type assistance (so unemployment wouldn't count), but I don't know.

You (and your employer) pay a portion of each paycheck towards unemployment insurance so I don't see how it is any more public assiatance than health or auto insurance payouts.

Actually that might be true, considering how it's taxable like normal income.

Hattori is generally correct. The employer pays a portion, and the employee pays a portion, through taxes. This money goes into a state unemployment fund. If there is high unemployment then the risk of a state's fund running out of money to pay out unemployment benefits increases, and the government may then step in and loan the state money (hence the money states received under the stimulus package).

Yea I just read up about it and that makes sense. I think the taxes are paid in by both employer and employee to a fund. However in bad times some other sources of funds are needed because the fund is exhausted. This normally comes in the form of federal aid.
