the application asks to list all schools I'm applying to ? i was wondering if that's necessary or if i should just hit doesn't apply to me and move on to nect section

If you can put "doesn't apply to me," then it doesn't sound mandatory. But there's absolutely no reason for you to lie or refuse to answer. The school is trying to collect data for themselves regarding which schools applicants consider to be "peer schools."
