I am late in applying for Law Schools because one of the writers of my rec letters took a while to submit it, so is there a way to tell if programs have open seats left?

Any programs accepting applications after the normal February cutoff are likely not worth an application. But what are your stats, and where were you hoping to go to school?

If a school's application deadline hasn't arrived yet, they almost certainly still have some spaces left. Competition might be tougher, though.
