How is the 85th percentile GRE cutoff determined?

Hello!
I read that the ABA has an 85th percentile cutoff rule for GRE applicants. I was wondering if there is any validity to this, and if they consider all sections against this benchmark?
My verbal is 96th percentile while my math is 70th, and I do not want to retake.
