Are merit scholarships solely based on your numbers?

A lot of the T30-T20 schools raised their medians by a point or two this year. I used to be above their 75th LSATS, but now, I'm barely above median (in some cases, I'm exactly at median).
I'm going in with a 167/3.7, and a retake is out of the question since I'm working two jobs and need to support myself. Can I expect money at these schools, or should I consider looking outside the T30?
Goals: Small-mid law firm, or maybe work in the legal department for a private business.
