Disclosing traffic violation in another country?

Hi guys, I have a question about disclosing a traffic violation issue.
Some schools that I wish to apply to ask about violation of any law except minor parking violations, so assuming that I do disclose my incident where I got pulled over by a cop and had to pay some fine of appx. $35, should I disclose this even if this was in another country? The school asks to submit a copy of police records and I do have the record of it (which will be expunged next year - they're only keeping it for 5 years), but it's in another language and there's no English translation provided.

I would err on the side of disclosure. Just include the foreign-language records and provide your own brief summary of what the ticket was for.

Will 2-3 sentences suffice? I genuinely don't remember the details and cannot really go in-depth other than to say that it happened on xx month of yy year, was a traffic violation, paid the fine.

Yes, but especially because it's a foreign language ticket, you should actually specify the kind of violation. Otherwise, the adcomm will be free to wonder if [Insert Country Here] issues $35 tickets for DUIs.

“I received a driving citation in X country on Y date for Z offense. The fine was approximately $35. I paid the fine and have not received any other citations. I have included a copy of the citation with my application.”

I agree you should disclose, but the above is more than sufficient (unless the citation was DUI or something more serious).
