[Redacted] Also, what if the school is not the "only undergraduate institution you attended", would LSAC still process your GPA and application based on the other institutions trancript?

You have to get transcripts to LSAC for all previous institutions you’ve attended. If a school won’t release the transcript because you owe them money, your application won’t be complete.

But wouldn't that be listed under "Transcripts must be sent from institutions even if" section on the LSAC website:
https://www.lsac.org/applying-law-schoo ... requesting
It seems odd that they phrase it as if they would still process as long as its not the only institution. If that were not the case I would expect them to say you cannot be processed if
any transcript are being held due to financial obligations. Why would they provide a checkbox to indicate one of your transcripts is being held for financial obligations? It seems the checkbox is there for a reason.. otherwise, I would think that they would just count the held transcript as any others that it doesn't receive and wouldn't process your application- why a checkbox for this specific reason for not sending the transcript?

Because they want to know why they havent received the transcript and won’t be following up to get it if they know the issue is on your end. I’m sure in the past people haven’t indicated why their transcripts weren’t included. LSAC would then be looking for transcripts that schools weren’t going to send.
It doesn’t mean that they don’t need the transcript or you aren’t required to send them.

Yes, but it’s not a good idea financially

That wasn't the question asked. The question was about whether it's even
possible to apply to law school if you owe so much money to your undergraduate alma mater that they won't release your transcript to LSAC. The answer is no: you cannot apply to law school if your undergrad institution(s) won't send your transcript to LSAC due to unpaid bills.
