Is taking an extra semester to raise GPA from 3.64 to 3.69 a waste of time?

The classes are known on campus to be guaranteed A's.

What's the cost to you? Where are you hoping to be accepted? Can you only do one semester, so 3.69 is your max?
The trouble here is that no school in the T14 has a GPA median below 3.69. Therefore you will always be a spliter. You're either raising the school's median, having no effect (i.e. at median, or a drag on the median.
Obviously, if you're close to median for the GPA it's easier to admit you if you're at or just above median for LSAT (I'm assuming you don't have an actual LSAT score yet).
Whether it's worth it would therefore depend a lot on the schools you want to attend and the cost of getting the extra 0.05.

Depending on where you are with LSAT prep/scores, I almost definitely recommend taking whatever time and money you’re considering spending on the extra semester of classes and pouring it into LSAT prep instead.

Agree with this.
