A question for those knowledgeable about this matter/have spoken to deans about this..
I have heard it said that overall, sub 25th percentile GPA's are treated similarly. I understand the range of the GPA may affect the adcomm's views on the applicant's ability to handle the academic workload/rigor, but other than that, does anyone know if this is generally true?

I'd say generally yes, except that in the case of two otherwise identical candidates, adcoms will still prefer the candidate with the higher GPA (even if both candidates' GPAs are below the school's 25th). And a sub-3.0 GPA will substantially hinder an applicant's chances. And at a few schools (primarily some of the T13 schools), there is a GPA "floor" above 3.0 but somewhere below their 25th that they are very reluctant to dip below.

But as a rule of thumb, if your GPA is < a school's 25th, you should expect to get in only if your LSAT is > that school's 75th. (Assuming not URM.)
