Should I apply?

Hi all,
So I just finished my degree in a STEM field (biology) and am currently applying to Ph.D. programs. However I am also interested in patent/IP law, so I was thinking of applying to a few US schools (as an international student). I have a 3.96 GPA and will be writing the GRE soon (based on my practice tests it’s pretty good).
I have significant biomedical research experience, co-founded a biotech startup (which ultimately didn’t work), a handful of publications, and experience volunteering with disadvantaged youth.
Do you think I should apply or is it a waste of time/money?
