Scholarships & Application Timing

I've seen discussion of application timing on admissions results; my question is how does it impact scholarship results? Not sure if there is any easily accessible data on that?
I have a 4.0/172. Missed six on games, feel like I could improve, and am retaking in November. Not sure if I should submit apps early, or after a november score release. Main goal for the retake is to be a competitive scholarship applicant.
