Waitlisted_Should I send in my LOCI ASAP?

I got waitlisted from a school about a month ago.
On the waitlist letter, they said "We will begin to review the waitlist in late May and the waitlist will remain active until late August".
Does that mean they will literally start looking at the waitlist pool from late May? I am confused because according to previous posts at TLS,
the law school has previously sent out interview offers mid-May and then acceptances by late-May.
I am currently working on my LOCI and I want to know if I should just send it now ?
