yes and the lower you go down the rankings, the worse OCI gets. At the t13, its all a lottery. Each student puts a list of the firms you wanna interview with in a computer program and regardless of the requirements of the firm, if you get a spot, you get an interview. Once you get past the t13, OCI becomes pre-select, where the firms get a list of the students and their grades and resumes, and then pick who they want to interview in the first round. That means at most schools, OCI is only there to service the top 5-10%. If you aren't in that grade group, you aren't going to get any interviews to start with. At a t13, below median kids will still get 30-40 interviews and get biglaw gigs from that.
