Apply for Financial Aid immediately?

Hi, I have a question to ask and hope you can help me.
After submitting my applications, I received emails from law schools regarding financial aid information. They all recommend me to apply for it immediately. They say "We recommend that you apply for financial aid now so that we can evaluate your options as soon as possible." I've figured out I needed some tax return information and other complicated paperwork in order to apply for these financial aids.
I have to admit that both my LSAT score and GPA are mediocre and don't really expect scholarships. Under this circumstance, should I apply for financial aids while I am still waiting for application decision? Or usually people wait until they are accepted by law schools?
