School List for Scholarship Negotiation

I have a 3.97 GPA and a 172 LSAT. I prefer to stay in California, so my top choices would be Stanford, Berkeley, UCLA, and USC.
I'm not completely ruling out east coast schools, but I would generally prefer to stay in California.
I know Stanford has need-based aid and that Berkeley is a bit unpredictable, considering they abandoned their scholarship-matching program, but I do want to have the option of negotiating with them.
I also don't want to completely shut myself off from the east coast.
UCLA and USC are a bit lower in rankings and hopefully they will award a sizable scholarship offer.
What other schools should I apply to for the purposes of negotiating scholarships?
Or I guess, which schools would hold leverage in negotiating scholarships?
