Extremely confused at what you just wrote.
So did you defer or did you withdraw?
If you deferred, then you answered your own question.
If you withdrew, then it's no big deal. Just reapply next cycle with an addendum explaining why you withdrew.

The easy question to answer is the fee waivers one. Schools only send them out for your first cycle. If you go for another round, you have to request waivers from each school (and they may not grant them).
In terms of the deferral, it's totally up in the air what happens if you withdraw. It's a dick move, but if you know you don't want to go, better to get it out of the way now. If you then start applying to new schools, it won't look good to anyone, because admissions departments talk to one another. That doesn't guarantee anything one way or the other, but it may get your file a small "This guy is a dick" flag. You may still get in everywhere, but it's definitely going to be a negative point on your application.
